an illustration is edited and the content was changed. a real life photo was not edited in any way.

I think that altering the photo and presenting it as an original photo is wrong in any case.they could have found another way to censor the photo. they could said something like "this photo was altered for viewers benefit. " and that way they said it was altered.

A local television station took all of their editions and saw the difference.
7. How did the paper change its policy as a result of this incident?
the new policy was that there was to be no digital manipulation of news photos under any circumstances.
